I would say that it's more that Democrats exploited it rather than created it. Unless someone can show me otherwise, I know of nothing in the Constitution that will allow a minority party to prosecute the majority party. The majority, it seems, staffs all the committees and therefore sets the agenda for all sorts of things, including who and what is going to be investigated and prosecuted. It was a sobering moment for me when I realized this; the tyranny of the majority runs unabated in our federal and state houses, and apparently there's nothing we can do about it.
Unequal enforcement of the law USED TO BE directed against blacks, especially in the south. NOW, it is directed against Conservatives, Christians, Republicans, especially WHITE ones.
