I recall Ole Jimmy whining about waiters (men) in exclusive restaurants in Manhattan working without wages because the tips were so high, while he abused waitresses (women) who slung hash in neighborhood diners. Although I had never been a waitress, I knew and he knew that 99% of waiters/waitresses were lucky to make $5.00 per shift in tips. When Carter took office, minimum wage was only $2.30 per hour.

Tips first became taxable during the Carter Administration when the IRS began requiring employees earning $20 per month in tips to keep records of such tips. For the first time, workers who got tips from their customers were required to keep a daily record of their tips and give it to their employer. Employers were then required to withhold income, Medicare & Social Security taxes on tips. Such tips must be included as income on the workers’ tax returns.
Keeping track of tips began increasingly burdensome for both employees and employers as the IRS, from time to time, changed the rules about how tips were to be accounted for and reported. It is just one more way the Deep State keeps its foot on the necks of hard-working Americans and needs to be abolished.
