I think he had a handler because it's FBI false flag standard procedure. Not because I don't think an intelligent 20 year old with tech skills and a drone couldn't have figured out the whole plan by himself. Stealing a horse is not rocket science when someone leaves the barn doors open.

He might have been coached by a buddy or buddies he had on that high school rifle team. That's the only legal way he could have picked up that knowledge of how to fire a high-powered rifle and use the line of sight. As for his actions, was there another possible shooter on a water tower? Or was that another security personnel and are we reading too much into it? Otherwise, I still think he acted alone that day on that rooftop.
