It was my understanding that all of the people registered in Oregon when they received their license at the DMVwere registered as NAV, as in a non-affiliated voter. This is by far the fastest growing voter block in the state, making up almost a third of voters as a hole if I’m not mistaken.
Yes, Oregon has the highest percentage of NAVs. Obviously, foreign nationals should never be registered. If they are signing them up as NAVs, that is relatively new. I had clients who told me the default was Democrat, UNLESS the person protested.
