Simply: contract with two ideologically different colleges, say UVA and Hillsdale, to review the federal code - laws and regulations - create a combined list via a conference function of every law and regulation not supported by the enumerated powers … and - during the campaign promise to EO them out of existence as violations of the Constitution, and sign the EO as the finale of his inauguration speech.
